NON-OBSERVANCE, n. Neglect or failure to observe or fulfill. Non obstante, [L. Notwithstanding,] a clause in statutes and letters patent, importing a license form the king to do a thing which at common law might be lawfully done, but being restrained by act of parliament, cannot be done without such license.
